Clément Chartier, President of the Métis National Council, opening statement to the Senate Committee on Aboriginal Peoples hearings into Bill C-292, An Act to Implement the Kelowna Accord.

Chartier discusses the Kelowna Accord with respect to the Métis Nation and issues including housing, education, health, self-government, accountability, recognition of the Métis Nation as a distinct people.

"Our support for the Kelowna Accord was built on the commitment of former Prime Minister Martin to overcome historic obstacles in the relationship between the federal government and the Métis Nation."

"The accountability framework built into the Canada-Métis Nation Framework Agreement and the Kelowna Accord represented a real commitment by all parties to achieve results by measuring performance, building on best practices and providing adequate funding to provide capacity to get the job done."

"Moreover, it held all the signatories to account for the results, a far cry from the entrenched, dysfunctional state of affairs in programming in which federal bureaucrats are in control of programs their departments don't actually deliver and Métis organizations are delivering programs that they don't control, with, as a consequence, no one responsible for the results."

"For a Métis government that prides itself on fiscal responsibility, I find it hard to believe that the present one would want to perpetuate the failed practices of the past. No one should. For that reason I urge the Parliament of Canada to pass, enact and implement the Kelowna Accord."
