It's not really fair to draw comparisons. Starfox was just a shoot em up, Elite was a completely open-ended space trading game with thousands of star systems.
In Elite you could play the game any way you wanted. Want to be a trader and make a profit running high value goods back to Sol? Want to be a pirate and attack unsuspecting ships and steal their cargo? Fancy smuggling narcotics into heavily policed systems, getting chased by the cops and blasting your way back out to safety? You can!

The reason why this game wasn't released in the US for the NES was because Ian Bell said they couldn't find a publisher in the US for it.

Well...Considering that's an SNES game with a special FX chip in it to run it, along with being on rails, I'd say this (mostly stock NES hardware, with a special bank switcher, more then likely) is pretty impressive, too.
