  • Soul City is/was a real place. It was a controversial federally funded attempt in the 1970s to create a town from scratch for blacks in North Carolina, Warren or Halifax County I believe. Lots of money was spent, housing constructed, infrustructure put in with federal funds. It never really got off the ground. I guess Miller went out there some time and got the idea for the song. He is from Henderson I believe and that wouldn't be very far from Soul City.
