Another way to do this (asuming your lucky) is to throw a cluster bomb under the car. My friend did by accident when he was trying to kill himself

I found the hothead rocket in volk as soon as you go though the agency tunnel (#2 i think) theres a guy with it, and the homing one is the firefly and its somewhere in shai-gen
