I think there are a great deal many challenges for this system, and it has proven difficult to implement without malfeasance poisoning the pot. This idea is like paying a child to behave properly. It's like paying a child to get good grades, or for ever ytime they are polite. What happens when you don't way the child anymore? What will happen to people who are paid to be considerate and responsible when there is no money to pay them? Will they have learned anything? No. I think this is the worst idea and it does nothing to stave off carbon emissions. They are just a new stock, more monopoly money to play business moguls with.
