Someone said it was at the mast, but that's where you get the thermal goggles. Oh well, thanks anyway, though.

The USP suppressor for both the US and EU versions were either removed or not included on purpose as i've heard that in the Japanese version you are able to procure it at the mast when you revisit it after Olga goes away.

lol it took me 2 shots i hit her leg and when she jumped i tried for a head shot and got her between the eyes.... i have no idea how i did that

The all-red was how the Thermal Goggles were in Metal Gear Solid (at ye olde Shadow Moses).
