How in the world is gov't going to make health care cheaper? (we've already established that it's not going to be through Tort reform).
I've done a fair amount of gov't work, and I know a good number of gov't workers (my wife is one of them). My observation is that anything the gov't touches becomes far more expensive than it should be.
Driving down the cost curve is a great and noble goal that the gov't is very ill-equipped to achieve.

Under your watch, VA gov't spending grew at unprecedented rates, and then you tried to jam new taxes down our throats to pay for it all.
