Technology is a tool, that supports learning. People in poverty without this tool are impacted. I am able to obtain a masters degree @ a Cal state using "blended modalities" ie the internet as a tool to foster my learning experience, a person that is poor 1. would not know how to use the internet as a tool 2. Would not have $ for such a resource.
Using rich media for learning is already happening, and yes there is a digital divide!

The internet is increasingly becoming the best way for individuals to connect to the world--job opportunities and special services are all advertised and most easily accessed over the internet. When a whole sector of our country's population is cut off from that online world, how are they supposed to compete and survive in the "real" world? The internet is the fastest way to find up-to-the-minute information, and disadvantaged people have to have the opportunity to access it.

the basic question is whether it is necessary fr the whole universe to have internet / computers.. does not life exist without them ? and this kind of seeing a "divide" on the basis of income or race is a misuse of statistics.. for example you might even get some kind of divide if you measure the heights of the individuals vs their internet usage .. would that prove any thing ? i am not able to accept that people cant live without computers or internet or that they are worse off than others !
