Hah, figured it out. I had it in the wrong spot and was trying to span across two spaces. Wow, makes me feel silly.

Strange, I have an APC rack and the two notches at the back wont both fit into the holes in the rack at the same time. Not really even close, they are too far apart - that must be why I can't figure out how to secure this rack mount.

I can't seem to see what's happening at the rear of the rack. How is it locking in?

Once the rear is in line with the front, moving the notches into the mounting holes should lock it in place. I'm not 100% sure on how it works, looks as though there are some springs trigger the mechanism, but jiggle the rail a bit and it should stay in place. The only other thing to make sure is that the rails are properly mounted in a U, e.g. with the thin spaces top and bottom of the 3 holes. The rails won't lock in place if its off
