He DOES understand that the French have mastered nuclear energy at a commercial level, thus concluding that they are the only ones that can do such a job in good proportions in the US. He thus understates his (some would say secret, but I would say quite open) respect, and even love, for the French culture and technology. After all, he sold the Boston sewage system to the French while he was MA Gov!

Don't be alarmed...Mitt only mentioned Hitler and the French and China because they were a part of history re energy technology and sources.
