Funding & aid to control them I would agree. When you say Tech, you must mean F16 etc. but again that is nothing that will change the advantage the West has. West loots with the left hand & gives with right hand.

North Korea vs South - Pakistan vs India - China vs Japan & Taiwan - Russia & Iran/Syria/Iraq etc. vs The West - Israel vs The Arabs. There has been created a level of balance from both sides.

You forgot to mention NATO' s decision to go ahead with the missile defense shield in Europe just as America was finished with its PAC-3 deployment in Turkey. If Russia looses Syria then any hope of Russia having any military and economic prospects in the Mediterranean region is done with. This is about Russia and China having no presence in the resource rich and industrialized regions of Africa and Asia. Ultimately giving the west and its corporations control over the entire world.
