In order to get to see the secret messages you have to press Down, Down, Down, Left, Right and then A while on the title screen and then the sound test screen will appear. On the sound test screen you type in the sound code you can see at the beginning of the video to get that secret message.

Just to clear it out; Judy toyota is the pseudonym of Yasushi Yamaguchi, the person who designed Tails back in 1992. It has nothing to do with the car ^^
