what I dont understand is that i read one article and it said the daughter of that girl (woman) was playing and the neighbor saw her and talked with her and she ran off...why didnt that girl have the opportunity to tell the daughter to tell the neighbor that they are in trouble?

How did the neighbors not notice that a young girl and two small kids lived in a tent in the backyard all year long! This is why even if u think something is suspicious.. ALWAYS REPORT IT!
