i think he is implying that he and even the SEC think it could be financial terrorism. Which I interpret as saying opportunistic anti-capitalist forces who would exploit the system of short selling to further damage the economy. He links the motivation to the 9/11 airliner shorting. By this logic, though, the "shorters" who are now banned could also just be the ultra rich getting richer, or banks battling banks. - who knows, but somewhere in the equation is a criminal or warfighter 2 investigate
