Umsatzsteuervorauszahlungsbesc­heid means "turnover tax advance payment notification". A paper you might get from the inland revenue office (Finanzamt, literally Office of Finance) in Germany when you are an entrepreneur. In fact, I think there only exists a Umsatzsteuervorauszahlungsände­rungsbescheid (- alteration -), but I didn't want to use such a long word. ;)
