The only levee breach near New Orleans occurred between Plaquemines and St.
Bernard Parishes early Monday afternoon just after Hurricane Gustav made
landfall in Louisiana. Five breaches were discovered and sandbagged with the
coordination of multiple emergency service agencies. Changing winds also
