Speaking after a workshop in Maputo on 'International Public Goods (IPGs) in agricultural research for development,' Derek Byerlee and Howard Elliott reflect on the concept in the CGIAR. According to Byerlee: 'public goods have high social benefits that the private sector has no intention to deliver '.
