The voltage dosen´t really make a significant difference, any amperage higher than 1 amp is lethal, no matter what the voltage is.

Yes, it's lethal only when 1amp of electricity is passing through your body. In this case the 10 amps is passing through salt water; the resistance of extremely low compared to that of the human body

i dont think it'd produce chlorine gas. If anything, maybe CuCl if those cups are copper. Oherwise you would make NaOH and HCl which would react together. if you do this with 36 volts (4 9v batteries) you can turn the water green with iron nodes (nails, steel is iron). FeCl2 is green in solution.
