The translation Father Jeffrey is using is terribly incorrect. Neither word "huperechousais" or "exousias" refer to secular government. the words are better translated as "superior liberty" exousia is the same word translated as "liberty" in 1 Corinthians 8:9. Further, to say that Paul didn't want to stir the pot is biblically inaccurate. The passage is telling us to live by the higher law of liberty--as described in Romans 12.

thats a very confusing topic. you said that Paul was just completely wrong, yet
what he said is in the bible, the word of God. So how can we know that he wasn't
wrong on other things he said in his letters? Correctly interpreting Paul's writings
and discerning whats just his personal opinion often gives me alot of trouble

Christ tells us not to resist the evil doer also. The type of resistance referred to here is militia resistence. Christ was talking to the jews as a subjigated people, and Christ then went on to give three examples of how to challenge injustice in a moraly intelligent manner.

I might be wrong or not but the bible tells us to obey our parents that we might live long just as Paul is telling his little community to obey the state authority that they might not come under Gods punishment. So I dont think is all about influence or whatsoever, Paul made a very good point in verse 5, our conscience matters a lot because a clear conscience fears no accusation and those in authority are Gods loving image and their power to govern comes from God.
