It's been said a million times that this song was written by Billie Joe when he and his wife had their first kid. The baby would behave as any other baby, waking them up in the middle of the night, leading to Billie becoming sort of insomniac (hence the title of the album). This song talks about not being able to sleep, not because of drugs afaik.
