  • It's the tax base , Quality not quantity , European culture is family based , making sure they have resources to provide for they'er children before they'er even conceived , if resources aren't available children aren't conceived , where as in other cultures children are conceived inconsequently , therefore not contributing to the tax base , but draining the tex base on such programs as section 8 and welfare , leaving it's school system with little or borrowed money
