It's not the movie but that video. 1931 German (Tobis) early "talkies" technology was way better than current videosharing.. lol..

I just discovered this movie; it's an instant favorite. Music, dancehalls, Paris of the late 1920's, romantic comedy, charm. It's got it all; so glad to see this here. LOVE THIS MOVIE.

That is because it is one of the very early "sound" films and the sound was (sparingly) added afterwards.
