"Fallen One" really is "Heartless Angel", just like the fact that the "Scimitar" found near Raiden is actually Zantetsuken, Odin's sword. It's two of Woolsey's mistakes.
Does "Fallen One" looks like Life (And not Life 3, you must be mistaking it to Overcast/Cloudy Heaven)? Does it brings every party member's HP down to 1? Does Heartless Angel does the same? Then it's the same attack.
You're aware that it wasn't 'taken' from VI, right? It's a part of Norse mythology...not to mention they are both in the same series.

Woolsey's translation errors or not, Heartless Angle originated from FF6 which was Fallen One.

Heartless Angel wasn't in FF6, I believe you're thinking of Kefka's attack that resembles Life 3 which is known as "Fallen One". ;)

@Zeemis
Also, Heartless Angel is originally from FF6.
And Midgar Zolom IS Midgardsormr. Midgar Zolom is a mistranslation (so common is FF7, no?). Midgardsormr is the correct name.

FF7 took the idea from FF6, like usual. :p
FF7 took the idea from FF6 for giving Sephiroth wings as well.
