First Super HERO was POPEYE 1929.

I always regarded Popeye as a precursor to superheroes, and he certainly helped to pave the way. I think one of the main reasons he is viewed this way was the more comedic tone of Popeye strips. Some other characters with a good claim as a precursor to Superman would be the Shadow, the Phantom, etc. The publication of Action #1 marked the beginning of something different I believe from earlier prototypes and that is why most historians have marked the beginning of superheroes with that book.

Congress didn't impose the CCA. It was self-imposed by the industry.
