Most students studying a foreign language rarely become proficient in it. The national standards are designed to enrich the learning experience and guide students toward developing cultural and linguistic fluency.

The goal of the standards is to guide students to "know how, when and why, to say what to whom" in any situation with native signers.

The national standards apply to all levels of instruction including high school and college.
