There are plenty other video editors out there. Just search up "Windows Movie Maker alternative" or something.

Dunno I got Windows XP. If you have some kind of movie editor, then just add the mp3 file from the stepmania folder and sync it with the video. For OGG files, get a free converter on lone and convert it to a usable audio in your video.
