Dude... "offshore" means establishing American businesses with American employees on other people's soil.
"Outsource" means shipping jobs overseas.
Outsource ≠ Offshore
And "more jobs for Americans" is useless unless the economy picks up, which it might if companies can cut expenditure. The question isn't whether there are more jobs, but whether the people with the jobs are being paid fairly.

You're right that Outsource ≠ Offshore. However, outsourcing is simply having another company do work that used to be done internally whereas offshore means having work done overseas that used to be done in our country. The term offshore is not limited to Americans doing the work. Likewise, the term outsource is not limited to overseas contracts. A company can outsource to a US based company or to a foreign company.
