The US would never admit nor accept liability for the use of banned weapons. The US used agent orange in vietnam which has claimed over 3 million victims. Dioxin is the most carcegenic and toxic mutagen known to man and the US government still used it despite it being banned in the US. The use of white phos is small potatoes. US foreign policy is "do as we say not as we do"
