I think NBA refs have an unwritten code that they follow. Perhaps it is even in conjunction with the league office. Be reluctant to whistle foul on big-name players, unless they have a reputation (such as Rodman). I remember seeing a 1970s fairly meaningless game between Celts and I think Atlanta, who was mediocre, way before Dominique and Kev Willis. It was "garbage time," and Hawks brought in sub named John Trapp, a good defender. He picked up 3 fouls in 3 minutes, and two were clean blocks!!
