How come the video didn't interview those who paid $10 at least 9-10 times to apply for a HDB flat but never even got a ballot number?

A 4 room flat in 1975 only cost $15-20k. Today, 4 room flat (with smaller area, mind you) costs $320k. Thats a whopping 20x increase! Nowhere in the video did it compare the cost increase of HDB flats VS income over this period. Unless you are a PAP minister, did your income rise 20x between 1975 and 2011?
