Pre 1967 game at County Stadium... goal posts still on goal line Not sure if this is Ram or Colts in 1966 or 1965, or 49's or Rams in 1964. Can't make out helmets, but I think it's Rams.
I believe you are right about the date. I know that the game is a '64 game--the numbering style on the Packers' jerseys was only used from '61-'64, and I noticed that #12, Zeke Bratkowski was warming up on the sidelines and that #5, Paul Hornung was playing in the game: that would narrow it down to '64. Although it's hard to tell, the unis look like the Rams unis from that era.
I'm pretty certain that this game is the Oct. 25, 1964 game with the Rams. The game ended as a 27-17 victory for the Rams. The scoring pattern fits with the box score for that game. Pack scored the first 17 points on a 1 yard run (in video), and a FG (also), then there is another Packer KO (we dont see the score). Then the team in white is kicking off alot, and you see them kicking a fg as well, followed by another score. All fits in that games box score. No other MIL game from 62-66 fits.
I believe the game is from 1965 and the Packers are playing the Winnipeg Blue Bombers.
