The threat posed by terrorist groups such as Al-Qaida and the Taliban is evolving and United Nations efforts to combat the scourge must keep up to date through effective counter-measures such as sanctions and reinforced regional cooperation to prevent the smuggling of materials for weapons of mass destruction, the Security Council was told today.

The idea of cooperation with adequate-minded PMs does not work with a newly-"elected" Russian State Duma. The UN will more succeed in dealing with Russian opposition and non-political NGOs on terrorism prevention. The Putin's regime is about to crash all kinds of oppositional leaders with police and "self-judicial" repressions. In Russia there is a growing "terrorism from the above" instead of Counter-Terrorism from the beneath. The CTC should learn more about it!
