In my state, a refusal can lead to a serious penalty. But often without those test results, a DUI case gets negotiated down, and the refusal can get negotiated down, too. So as a result, though penalty for refusal CAN be stiff, refusing often serves as a very good negotiating tool.
Lastly, not to approve of drinking and driving, but to remind some here DUI does not necessarily mean drunk. It is a low limit of alcohol tested and "under influence" is not always same as drunk.

In Australia we don't even blow into a tube anymore. Just count "one, two, three" until the cop says your done. The machine is sensitive to your breath.

@captnswing Yeah, right - The right of some irresponsible drug dealer to do business trumps my right not to be killed in the crossfire of a gang war. Random searches are the best things to ever happen for street safety in Canada - and believe me, I'm not one to give up a civil right easily...

I was stopped at a breath test station, and of course was negative (I NEVER drink when I am driving EVER..I have a 12 hr rule. 12 hrs before I drive, NO alcohol)..they nailed the asshole behind me who WAS drunk. I got home safely because they nabbed him

@captnswing It's 10 seconds of blowing into a tube and waiting for a beep, it's not like they're taking a DNA sample and asking what position your wife likes in bed, if they did that to every person in the country every 6 months and it resulted in one 96 year old homless guy not being hit by a car, then it's worth it

Breathalizers and Booze Busses were the best things to ever happen for road safety in Australia - and believe me, I'm not one to give up a civil right easily...
