I didn't see anything on the (ahem) front-end loader, but the dumptruck bore the name of a local construction contractor.
I think they just kinda did their own traffic control as they went along (as in, "Cars will slow down rather than hitting us!"). Just to the left of the screen is a traffic light, and it's a 30mph zone, so it might not have been as unsafe as it looks here.

Doesn't look like town owned equipment, but I'm not sure. Your town might have some snow removal done by private contractors.
I'm suprised that there is no traffic control?

That's not a bulldozer, it's a front end loader. Looks like a Cat. Nice 10-12 yard dump truck....cool vid.
