This is the test of the "eyes" of my minisumo robot, Neon, based on a 36khz infrared receiver (TK4836, probably that one used by you TV to get commands from the remote!). The receiver has integrated circuitry to reveal infrared signals, band-pass filter it around 36khz, detect the presence of signal and finally send out 5V or 0V.
The robot will emit the infrared signal in front of it, and then check if some objects (maybe the enemy robot) is near enough to reflect the beam.
