ok so the first high bidder refuses. use the second chance offer option. instead of having to re-list the item which may or may not go up as high in price as the first time.

I recently had a similar problem, but it was a listing on a non-Ebay site; a newbie with no feedback paid within seconds after the auction ended, and I left good feedback to get his ratings up, 2 Days later her reversed his payment. We should start a Name and Shame to expose these conmen/women.

@Fallout3NexusModding A lot of ebay sellers don't want to use paypal anymore because 95%of the time they side with the buyer no matter what the evidence.
