Yes, I am no accountant either but it seems that the less efficient you are, the more they promote. The one that does the most talking and the least amount of work, gets the job.

Just how does government change Terminator? Why don't you have your staff do an analysis on the ratio of administrative/clerical/admins
trative support job positions versus actual performance related functional positions that the people of California require to take care of their tax dollar and infrastructure? The State is so top heavy in inefficient admin positions that if you cut 5000 jobs across the board, general fund or not, the budget would more than likely balance. Give it a look! -
