Solution:
Seven cal state campuses have more students using the Pell grant that the entire Ivy League. To save money on the Pell program congress must find innovative ways to decrease the population of the holders so that those receiving them are really in great need of them. Colleges with $5 and $10 billion endowments should not be receiving Pell money. Such schools could easily supply need-based grant aid without federal help. Public colleges should be given priority over for-profit colleges in receiving Pell dollars. With the current economic slump that the United States is in it is difficult not to cut back from programs. However if congress were to cut a little from large budgets such as defense and transportation, we would be able to keep the financial aid aspect of education stable. With this new generation of students being able to attend a university we have a better chance of improving the economy as well.
