because the lay person is usually stressed and feeling for pulse can be difficult and they do not always have the right technique, feeling for pulses is even difficult for trained personnel.

    OBJECTION!

I was never actually arguing, I just wanted the chance to say things like, "TAKE THAT!" and "HOLD IT!" based on the fact that your profile picture is of Phoenix Wright.

    TAKE THAT!

I did some research on the matter. The pulse check is only reserved to healthcare professionals/providers now. Lifesavers should focus on obtaining an AED. The AHA and a number of other health institutions removed the pulse check from laypersons as a requirement in CPR a couple of years ago. The people who still believe you need to do a pulse check have been taught before the new revised method, and are referring to an outdated method of CPR.

How I was taught was to just check for breathing using head-tilt/chin-lift (used to be 10 seconds, but now I believe it is just 5 seconds), and it is emphasized to be done quickly. You don't want to be trying to check for a pulse and fiddling around because it would waste time. Additionally, capillary refill is done during the secondary assessment, along with the maintenance of vital signs, done only when there is a bystander or the victim is breathing again. You would also try to obtain an AED.

    HOLD IT!

A pulse check can be done during a breathing assessment, also known as the ABC's (airway, breathing, circulation).

    TAKE THAT!

Additionally, you can check for circulation other ways than a pulse check, i.e. squeezing a person's finger to check if blood recirculates!

    OBJECTION!

I guess it does, but I believe it still holds true both in the US and Canada (this video is American). It is difficult to check someone else's pulse in reality for a number of reasons, and you don't want to be wasting time trying to find the person's pulse when you could be performing CPR (and saving their life) if the person actually needs it.

    OBJECTION!

This would depend on where you live, so your country and/or state laws may be different than others!
