Avianca 52 was totally out of fuel and crashed in Longisland, NY. I leave it to you to see who was at fault, the pilots for not declaring emergency or the ATC for being too laidback in such a situation.

I blame the ATC. I hate blaming the pilots for anything (except Van Zanten).

Amazing that the lack of use of the word "emergency" caused this accident. The pilots of Avianca 52 were somewhat at fault, but it's sickening that the calibre of the air traffic controllers wasn't high enough to avert the accident.
