WW2 did not end the depression... After WW2, taxes were reduced by about 1/3, and spending was cut about 1/2... That's when the depression ended. The war was a cost, and unfortunately pro-longed the depression. As did all the intervention from the government and the Fed...

What was meant be "coin and regulate the value there of" was the government would set standards for how gold was weighed, melted down, and molded into coins. This was for consistency across the Federation.

Thus, people who found gold could use these standards to make currency that was recognizable by everyone.

In 1933 there were 3000 local currencies in circulation.

Remember, the volume of money was much lower because most people grew their own food. No need to purchase. :)
