yes, this is a result of lag. i believe it's normal. instead of trying to follow him with your aimer, just shoot in 1 spot at headlevel where he goes across and hold the trigger and eventually he'll walk into it lol. trying to jerk the mouse to follow the person doesn't usually work for me :(

erm..
thats normal.. it isnt lag, the other sniper just know how to dodge hits. most of the snipers make that. me too. it looks like that if you move very fast to left and right. you "shake" on purpose. dont try to follow him, wait till he walk in your reticle, and move left and right too.
