I'll give you an explanation of the man talking. That was the girl's father. On the morning after the incident, someone called offering money. He thought it was a kind man, and refused. After much convincing, the man told him that he was the one who ran over his daughter, and was offering as much money as he wishes, claiming the incident to be accidental. The father declined, and instead, was angered that such an offer was even made, as in his own words: "money cannot buy back a child's life".
