If the govt decides to get rid of manufacturing

how can you blame Greenspan for that?

he did a job that was based on the tools the Govt offered him.

I can very easily and truthfully blame Greenspan for that because he worked for the Federal Reserve, which is a corporation that is more powerful than the federal govt and has control over the federal govt (they basically own the govt.) The govt. did not decide to get rid of manufacturing of its own free will, they were forced to adopt policies that led to its decline, and these decisions were controlled/influenced by the Federal Reserve.
