I think the reason they say she looks different is either A) they revert back to what they looked like during the silver milleniem or B) that when they transform they are given different appearances in a way to keep people from discovering their identity but don't show/state it in the anime and they look the same to us. i'm guessing it's b, because every time someone transforms (like serena turning into princess serenity) they were shocked. even though she looked EXACTLY the same
