The remark was made out of surprise that Bill was taking things a little too seriously, and is used on the internet in a similar way.

Lol there's no denying that gangster rappers DO encourage urban crime, if you don't believe me just listen to music like Waka Flocka's "Bustin at em" BUT, if your child takes that message to heart, you failed at parenting.
