It's my privilege now to introduce Debbie Raphael who is the director of the Department of Toxic Substances Control board.

When DTSC, as a regulatory agency, looks at its mission to protect public health and the environment...and looks across at what are the potential partners that we were going to be working with. I think for us the sweet part of this success is that the partnership was so successful at so many levels...from the federal government...to state government...to local...to private.

McClellan Business Park and the EPA finalized clean up plans for Parcel C6 and then carried out those plans digging up nearly 26,000 cubic yards of contaminated soil. That's the same as an entire football field filled 15 feet deep.

Today we're here to celebrate the completion of a very significant piece of work that is the harbinger of not just more to come here at McClellan of the same nature but really something that has been seen as a model by the Environmental Protection Agency, by US EPA, by the Air Force, by other federal agencies...a template that can be applied across California.

Rather than just doing a traditional let's dig it up, get it off site, move it someone else's back yard...what we did instead, with the help of EPA, the Air Force, and the agreement of all the regulatory agencies is do something very unique. We did this low temperature thermal desorption, and as a scientist by training I love these kinds of phrases, because what they show is the amazing dedication and creativity of the staff who are trying to achieve environmental protection and minimize the footprint of the impact of that actual remediation. So I think the think the template that today offers is a partnership at all levels...from elected officials, to staff, as well as the technical expertise of looking for creative solutions to clean up areas so that we transform them from environmental liabilities to useful resource.
