I estimate the steadicam will cost you approx.$10 or less.

Mini-tripod $3 ebay
The flat 30" long, 1 1/2 inch wide bar probably under $5 mine was free (found here at home)
The washers another $2 or free if you already have some.
The center bar is a curtain rod. Depending on the thickness of the 30" bar, you may not need a center bar. I did to prevent bouncing of the u-shape bar while walking.
As with all my diy ghetto steadicams, this one is inexpensive and it works. IMO, no need to spend hundreds unless you're worried about looking 'cool' or like a 'pro'.
Also, I'm using only 3 very thick 5/8 washers and 1/2" end cap. not much weight at all.
