They have to stroke them like that when they are newborns to stimulate their breathing like their mother would. I believe has been taken a vets where it's possible the mother dog needed a cesarean in which case the mother dog is not awake to be roughly licking them for the same reason. The sounds they are making are also normal, all newborn puppies make that sound. I have 8 here right now of a different breed that sound exactly the same :) They're just squeaky like that :)
