They're called White Splicers. And Yes, they are VERY scary because you wont see them or hear them coming.

Why do everybody keep saying this game is either creepy or scary? Hell, this is a badass game and I own it but as far as creepiness and the scare factor goes, it's a full-scale joke. Want a nice scare, try Alien vs Predator. That game will give you the shits.

I actually upgraded my shotgun speed, and the second I turned around, WAAH *BANG* WTF? It surprised me to see it die. When I went upstairs, I was like crap... It's even worse when the camera didn't catch them. Also... I missed that safe.

I hate those white splicers! I have no trouble when they're in pose faking as a statue, I can just kill them from a distance. But when they're on the loose I have no fucking clue when one will come up behind me D:

Well, ya see, this happens to be a strategy guide. If you were to actually play the game first instead of watching my videos, you wouldn't be spoiled. This isn't a fucking movie. Don't watch a damn strategy guide and then complain of spoilers.
